I used QuantV along with reshade.

Damn wish I could use Quant but the d3d11 of any new enbs doesn't like my game.

you gotta put that in your plugins folder

Yeah, mine was broken for a couple of days and someone helped me with it. Just copy it over to your plugins folder and keep it also in your GTA Directory as well.
